And, as of September 2010, Colorado is still refusing a valid offer of help. But I've seen similar obstinance problems in California so you're not alone.

Yes, there is a computer system that has been dysfunctional for six years. It's called CalWIN. It's the parent of CBMS. Same basic software. The basics of both systems were created in Folsom, California by EDS. CalWIN has been the subject of several TV commentaries but offers of help have been rejected, just as they have been rejected in Colorado.
